not sure how it is in other countries, but in my slavic wasteland we have amateur rallies, to which you can enter with basically any car as long as you have a cage in it (although you have to fit in one of the classes), so you dont need a lot of money to compete in them and if you win - other than prize, you will often get some sponsors
you cant really make a living out of that, but its definetly profitable if you are good at it, not sure if there are any chances for wrc if you aim for that tho.
you can also make money on street races, but these are nothing more than illegal drags so fuck that
