Many countries didn't get into colonialism until quite late like Germany, Japan, Belgium and Italy and when nations like this started their own empires the era of colonies for settlement was mostly gone and almost all colonies were for exploitation and strategic areas, the British and French conducted this type of colonialism also. It was the first era of colonialism (mostly in the Americas) which emphasised settlement and later era (1880's,90's, 20th century) was focused on resources and positioning.

Latin America is poor because the Spanish and Portuguese set up resource-extraction colonies instead of the settler colonies of the Anglos. It's very hard for a society to go straight from resource-exploitation to liberal democracy, in Europe we had the whole middle ages to develop the institutions needed to minimize corruption and class conflicts, Latin America made the jump in a single generation so naturally the republics they created had the same problems of corruption and massive social inequality. But despite some false starts, and notwithstanding the economic suicide of Venezuela, Latin America is getting better. Corruption is falling, national cohesion is growing, and the economy is growing (slowly but steadily). Certainly they're making better progress than the other European resource-extraction colonies, such as most of Africa. So the continuation or not of the colonial era states wouldn't necessarily have changed anything. It's possible it would have made them less progressive and thus dampened social development, but on the other hand Spain and Portugal are very left-leaning and maybe their influence would have accelerated change in Latin America. Most likely, it would have had no real effect and Latin America would be poor either way for the same reason: It just takes time to build a successful nation.
