My own thoughts on this is that White Diamond is AWOL and wants the Gem Army for a similar reason as you said, namely fighting off this outside force.

on a meta perspective, I suspect Sugar expressly is leaving these things open for potential future story-arcs if Steven Universe starts to run on longer than she would have expected.

Based off of those? How 'bout Bone, O'Malley's other comics (Seconds, Lost at Sea, etc.), I Kill Giants, and if you don't mind webcomics then Paranatural. I think those would probably be up your alley as far as entry-level stuff goes.

Here are my bullet point thoughts:
-A big battle on homeworld.
-The Crystal gems will be fighting Yellow Diamonds soldiers.
-Blue Diamond will abduct the people of beach city, put them in a human zoo. Everybody except Ronoldo like it but he gets a moment to shine when he convinces them it's wrong and leads them to bust out.
-White Diamond appears.
-Cluster escapes the earth without destroying it. Flies to homeword out for vengeance at its pained existence. Yellow and Blue Dimonds fuze to fight it.
-Steven uses this opportunity to break into Blue's human zoo, rescue the people and the other Quartz gems bubbled there.
