I think it's to show his conflicted morality in the circumstances. McCarthy obviously tries to emulate a Biblical style of writing and Llewelyn taking the cash is definitely meant to be seen as a mortal sin, with his death at the hands of Chigurh being the price he paid. So maybe it's suggesting that Llewelyn knows it's a sin to take the money, maybe he even senses it will lead to his demise, so in the moment he tries to appeal to the purest form of charity by delivering water to a dying man?
