This quest, as the title suggests, takes place in the world of Dragon Ball. You're playing as a twelve year old boy named Tofoo, and will adventure through the story of the Dragonball series alongside characters such as Goku, Yamcha, Bulma, Tien, and many others. Through your actions, you can make significant changes to the story, and perhaps even become the strongest fighter on Earth.
>Rules
At the end of each update you'll have ten minutes to vote on options. Write-ins are allowed, but I do reserve the right to veto them.
In the event of a draw, the option to receive the next vote wins
Rolls will be used on certain occasions, such as attempting a technique for the first time or attempting something extremely difficult. You will have three rolls, and if one succeeds, you succeed. There are no crits.

It's been several hours since you escaped the desert in the car Yamcha gave you. Bulma has recovered from her head injury, and Oolong, despite his continued protests, has kept you on course for Fire Mountain.
For a while now, you've been able to see a bright light in the distance. Bulma and Goku thought it was the sunset at first, but Oolong insists that it's Fire Mountain. The temperature has steadily gone up, and as you grow closer, you can see that Oolong was right.
It's one of the strangest sights you have ever seen. An entire mountain engulfed in flames.
"Well, there's Fire Mountain," Oolong announces as the car pulls up to an empty village at the base of the mountain.
At the top, you can barely make out a large structure above the flames. It looks like a castle. You've never seen one of those in person before.
"Wow, I've never seen anything like it," Bulma gasps.
You all step out of the car, and Goku climbs onto the roof of the vehicle. As a group, you stand there gawking until Oolong breaks the silence.
"Well, I don't know about you guys, but I've seen enough," he tells you. "I'm ready to go."
Bulma frowns. "We need the Dragonball, Oolong. We aren't going anywhere."

Unlike all of you (in your uniforms), she was wearing a simple yellow tank top with a white bikini beneath it, and denim short shorts along with her black thigh highs. “You’re making some mad money, Ellie.”
“Thanks,” you say. “Taking an off day?”
“Yeppers!” Winona grins, then puckers her lips as she puts on her lipstick. “Mmmmwah! I’m going to take my little snake Cuddles to the store, then I’m gonna hit the pool, get my tan on! Did you want to come with?”

Technology is in the realm of understanding the laws of nature and applying them. But if magic existed in a world, that would be part of the nature too. Often times it's few privileged people who can afford to study it full time for years, often with a cultural or born talent for stuff magical, who often like to use it for personal gains, or otherwise withhold the knowledge in order to keep out competitors. But same has been for technology. What stops people from tapping into this part of nature and applying it in way in which common folk could use them? Can magical energies be channeled without a person educated in magic in anyway with limited training? Possibly with material tools, with engineering?
Could any laws that might govern what is known as magic to be simplified so that they could be controlled like natural forces we know in the real world (i myself have been troubled by lack of any comprehensible limits or laws when it comes to 'magic')
Thoughts, examples, experiences, world building etc?

Ever region has its own ideas on why shit works and they all work and most of them are mutually contradictory.
A Dökkálfar mage-smith is pounding all of his considerable hate into a blade to make it burn cherry red eternally like a forge fresh iron whilst an onlooking Ljósálfar is watching in bemusement as that has sweet fuck all to do with anything he has been taught and shouldn't work. But it does.
In a similar manner the Dökkálfar watches the Ljósálfar fuck around with the physical properties of the world by messing with True Names and such and that's just bullshit and impossible bullshit at that.

Are you meaning that there are different laws of physics every few hundred miles/kilometers or maybe the laws are the same but collective differences with sentient/non-sentient creatures have slightly different results?
Do the magic practiced on other regions still work the same everywhere? Or do they maybe be affected by some sort 'field like' area created by the local populace? The magic seems to have many intricate difference between individuals and schools of though, but it must all come from somewhere, right?

My friends and I would like to run a campaign based on players in a VR mmorpg world, sort of like .hackor Sword Art Online

For the record, hate damage is not reduced by armor. Important to note and I don't remember how prominent it was stated. I just remember a player bringing it up after reading the rules while I was confused at why the Guardian took no damage from ANYTHING.
