What do I do to glue structures together when there are no tabs to fold and glue? Such as on this pdf.

Either just leave tabs where you know there should be tabs when you cut it out, or make fitting tabs afterward from strips of paper, fold them and glue them to both connecting parts
Double tabs as the other anon said. They also look better on cardstock as the two sides stay at the same level
