This style of papercraft is actually really uncommon, Eddnic makes stuff similar on his blog http://minipapermodels.blogspot.com/ and on the onemonk & cardboard warrior forums for D&D miniatures, I've been making my own since his selection is limited but there are very few others who have made things like them (referred to as eddnic style on those forums)
Guess I can dump the rest of the free to download fibercraft models (can just google translate the site but whatever)

Was going to modify the image in photoshop to get the template but haven't gotten to it yet. there are like 3 or 4 pictures like this that can't just be downloaded but the template is seen.

this is my last one, and I even made sure to avoid re-uploading the same ones anon did despite the different filenames, aren't I nice. I wish they had more of their dragons available to be honest, those 2 and 3 headed ones would be great for D&D but it shouldn't be too hard to recreate them from the other templates. Well that's the thing, these templates aren't the products, the fibercraft paper is which is designed to not warp unevenly when drying. I'd try some cardstock to experiment with it, maybe moving up to higher weight cardstock if it can't handle the water.

From what I've gathered you get some templates already available if you by the paper from them. You dip your finger in water and moisten parts of the design, after cutting it out, and bend/fold the paper into shape and keep it like that until it dries. It will keep the shape but if you mess up you can re-hydrate it and bend it again.
Since nobody posted the template for that "Iguano Dragon" picture.
This is my best approximation.

Haven't tried any of those yet... do you think it makes sense to pre-score the creases before bending, or would that be counterproductive?
