Eastern Europe has been poor for more than since communism. It feel behind western Europe as early as the 14th century when in western Europe peasants were freed and allowed to trade and choose their profession while in eastern Europe the upper class was able to subdue the peasants even harder than before.
Then 100 years later western Europe started colonizing the world while eastern Europe stayed backwards as fuck and the inequality has only become wider since then (industrialisation in western Europe vs. ludite upperclass in Austria-Hungary and Russia preventing industrialization for more than 100 years) Communism didn't help but it's just the continuation of an older pattern in world history.
