Those are very opposite ends there OP. There's only a handful of phones on the market right now that have decent performance for a decent price. I can't make any recommendations though as I'm still comfy on my Nexus 5, but maybe some other anon can help.

You can probably still run windows at 144fps
and you'll notice it if you hit 120 hz or etc
but for gaymen hitting 144hz would be the gold standard yes
