I turned off my display on Windows - just the display, computer was still on and not sleeping. I left and got back and just pushed keys trying to get my PC to wake up because I thought I put it to sleep.

Now all my title bars and menus have incredibly big fonts. What happened and how to fix?

Get a cheap laptop. A used Thinkpad or Macbook would be a solid choice, people usually keep them in pretty good condition. Both can be had for under 500 easily and depending on the model are very durable and have great battery life.
