Has anyone figured out the 99% disk usage problem? It happens to me on Windows 8, 8.1, and 10 on multiple computers and to this day I can't figure out why it happens (its not just Steam, it happens on random system processes and cripples the system)

The Windows 8/8.1/10 task manager measures disk usage in terms of time the disk is busy, not % utilization. 99% doesn't mean that something is utilizing 99% of your available read/write operations or link bandwidth, it means that the disk has been busy 99% of the time since it started counting.
I'm not sure how long that is.
tl;dr not a bug, working as intended, sometimes shit needs to monopolize your disk for a while

Hello.
I know I probably will make some people mad by asking this here because of my lack of knowledge and a stupid question I'm about to ask.
Could you guys tell me, if this build is a complete disaster, what can I improve at what points did I make any mistakes and why? Whats /g/'s opinion of the Chromebooks? Or ChromeOS? Been looking at the Lenovo N22 on amazon, and its like £99.99 reduced from £160.

For a 14 hour battery laptop that works relativity without any performance issues I think it looks alright. Would be perfect for the tech illiterate like parents or kids because of how little can go wrong.
