You get these supposed speeds when you use speed test and such, downloading large files from accepted sites I believe was another thing, but it was affiliates only.
I supposedly get like 90mbs when I use speedtest, but on average its like 5mbs
There is some legitimate claim to slow downs during peak hours but outside of that it should be illegal
And if their through put isn't good enough to keep up with 75% the advertised speed they should have to do upgrades

i just picked up a broken ps4, no explanation whatsoever as to what is wrong with it. did anyone once work for a tech repair shop that maybe has a standardized list of inquiries that flowchart style directs you to whats wrong? or am i going to have to give this thing the traditional in-depth mechanical engineering inspection?

I am on a T400 right now I got from an auction for twelve dollars. It was missing the battery, hdd, optical drive, and ac adapter. I got all that for about $50.
So about $62 in and I have a pretty good laptop. It feels really solid and good to type on. The CPU is only a Core 2 Duo but it still gets the job done for anything I'd want to do with it that I'd do on a laptop. I have my desktop for the heavy work.

My OnePlus One's screen broke, so while I wait for a replacement, I've been using a Moto G2 I had laying around. I unlocked the bootloader and flashed TWRP and CM13 nightly, and it's running about as well as my OPO did with daily functions.
So why does a phone need 3+GB RAM and a top-of-the-line processor if a mid-range 2014 phone can still handle all the necessary productivity software?
