The idea of a secondary title is a holdover from a bygone era and makes no sense in an environment that isn't broken up into territories, anyways.

For comparison, would you expect fighters in the UFC to fight over a belt for people who aren't good enough to be in the running for THE championship? It would be insulting to be given such a belt. That's what the intercontinental title is. Why would you expect anyone, be they the kayfaybe wrestlers or the fans, to care about it? It should really just be scrapped.
