How do you play the class fantasy of being an unarmed, unarmored "wizard" with Intelligence and a spellbook without being a wizard? Because wizards are busted.

Phylactery of Faithfulness exists for a reason.
So I played Tales from the Loop. It's pretty good at evoking the feelings of childhood exploration & mystery like those found in The Goonies, ET, Stranger Things, Short Circuit and War Games.
I like how the rules replace hit points with conditions (upset, scared, injured, etc.).
Stalenhag's art is amazing, of course, and fills the book.
The only negatives I noticed were that some of the skills are vague and overlapping, and there aren't any rules or pointers on how to interact with the strange machinery found all over the place. For example, can a kid use his Tinker skill to power up and pilot a giant mecha robot? Kind of game-breaking if yes, kind of arbitrary if no. Do robots and loop machinery run on DOS?
Anyone else play this?

4d3 attacks with a 60" range seems good, but it's also S5 AP0, while I could get a Whirlwind for, that's 72" range with either 2d6 S6 AP0 hits, or 2d3 S7 AP-1 hits.

Some brave soul has leaked an entire sheet of foils from Ixalan. Honour his sacrifice by posting speculation and getting hyped/mad about the leaked cards.

I love Arabian Nights, and I always work in some vaguely arab corner of the world in case players are into it too. Some of the best sessions we have are out there on the dusty dunes, cutthroat camps, and perfumed palaces of the desert.

Did anyone already mathhammered the most effective Leman Russ variants?
I'd say Pask Punisher with 3 HBs is a ridiculous amount of dakka hitting on 2+.
HQ LR with Exterminator seems good for the 3+ BS.
And the usual Leman Russ hitting on 4s should go vanilla with a Heavy Flamer. Thoughts on this?
I want to run a campaign where the players are settlers in a distant land. They'll have to explore the land, gather and manage resources, protect their settlement and help it grow, and deal with the native fauna and potential rival settlers.
I've thought about running it in D&D or pathfinder, since it's what my friends all know and have experience with, but those systems aren't really designed for this type of game.
What game system would you recommend for running a game like this?
Bonus points if it also supports management and conflicts between larger kingdoms and a variety of tech levels.

I can only strongly demand you to NOT use D&D, Pathfinder or any similar game no matter how used you are to it. I've tried to do a similar campaign with a rollplaying focusded system like those and it's hell. They (specially the ones you mentioned) come with some expectations that will not leave your players subconscious, no matter what they say.

This is straight up OD&D, honestly. The implied setting of white box D&D was a post-empire Dark Age where there is a distinct divide between The Wilds and Civilization, with a Borderlands between. The Borderlands and The Wilds have ancient ruins in them. This could just as easily be adapted to a setting where The Wilds are actually a different continent filled with the past artifacts of some ancient, powerful but alien civilization.
Hell, you could even take a tack from the Birthright campaign setting and make the humans the ONLY survivors and this new continent after their previous homeland was destroyed by an evil god/overloard. The new lands are dominated by strange pointy-eared savages that want to kill them for invading.
