the ones that we sell as "new" even though the CD isn't in the case, were games that employees borrowed.

They can charge you money for DLC that does what cheats used to do, so they will. Even the ones that don't, a lot of times don't include cheats because it fucks with achievement systems (or that's their excuse, since it's easy as fuck to disable achievements when cheats are on). It's the stupidest shit but hey, welcome to the modern age.
