What do I pair them up with /v/?

Why are Vaan and Penelo even in the party after a while? They have the least motivation to be there.
Ashe is there for the quest to reclaim her throne, Basch is there to be her knight, Balthier and Fran are there supporting them in exchange for dosh, Vaan and Penelo are there....because the empire are meanie to them? Sometimes i forget they are even in the party.

Games rarely every these days have good scaling. Like a post game where the exp will push you to the level cap.

I remember in Pokemon R/B/Y the only way of levelling being the elite 4 over and over and over again as all the wild pokemon stop at about level 50
