The reason Spartan couldn't activate them is probably because things around the toilet are considered dirty and people don't want to touch them, so you don't press or twist the shells (like he tried), you make some circular hand motion over them, which they tack and activate based on, (so they don't just go off when you move at all). This is supported by the fact that people in that future were uncomfortable with any form of physical contact.
