In terms of production quality and artistic and aesthetic value definitely. My problem with most TV shows is that they don't know when to stop. They milk every last drop until it invariably delivers shit episodes. You can see movies doing this with franchises and "cinematic universes". At least the movies doing this were always shit.
What I would like to see more is mini-series. Where they can tackle longer, more complex stories than movies and still keep them succinct enough to maintain its quality through out the series. Movies are to mini-series what short stories are to novels. Many if not all adaptations would work better like this. Since you have a lot more time it could better avoid the exposition cliches and common character tropes found in movies.

yeah I agree, although I think American TV is a lot worse at the milking popular TV shows, a lot of them seem to be designed to be able to last as long as the production company wants them to last rather than having a more concrete narrative already planned out. at least in the UK it seems like this doesn't happen as often.

the idea was that all federation ships were partially war ships (as starfleet was/is technically a millitary organisation, even with ground forces (ex maco)) and could build warships when needed. They did not want to build a warfleet since one of the lessions of trek history is that weapons always find their war. On top of that star fleet was formed after the defeat of the romulans and the federation was on oar with the only remaining active empire even without dedicated warships.

The problem with the USS Vengence was that Captain Robocop was a legit nutter who wanted to preemptive strike the Romulans/Klingons etc.
All their ships are primarily for research and exploration, they can just also be used as warships. You can't really market yourself as a peaceful conglomerate of planets and also have dedicated warships flying about the place all the time.
Even with the Romulans and Cardassians, the Federations entire stance is "look, we'll go for peace if you want to". bit hard to have that stance and also have warships flying about the Neutral Zone
