How might you stat the races of Ivalice? Particularly as PCs.
Any system you feel comfortable with, although ideally Pathfinder and the 40kRPGs.
Viera as Elves, Bangaa as Half-Orcs, and those pig faced guys as Dwarves.

Different races appear in different eras. The viera, for example, are mostly closed off from the outside world and hide in great forests, but in some eras there are young females who leave their wardens as explorers or mercenaries before they go back to settle down. The bangaa are a populous race in FFTA but appear less and less in subsequent games of that era and canonically die off shortly after the events of FFTA2.

Strong bureaucracy that can't do its job. You need to get written permission from someone who needs written permission from someone who needs a notarized paper from the person who you asked in the first place (Who didn't tell you that because they didn't know).
Sometimes it gets completely bypassed by military commanders or local governors who quietly sweep the regulations under a rug, but often there's little coordination and a lot of confusion about who actually needs to sign off on official documents and what documents are needed to get shit done.

I have a PC who used Intelligence as a dump stat. But whenever I throw a mystery, a puzzle, or any other situation that requires serious thinking at the party, the player will use his "real life" Intelligence to solve the puzzle with his character. How do I discourage that?

I've been looking for a way to work Sigvald into a game. That sort of self-centered perfectionism and skill is begging for a bunch of PCs to ruin his hair.

But I don't have a particular "BBEG" in mind for my campaign. The idea is that in Warhammer, there is no "Big Bad" - just a lot of petty, greedy and/or ignorant people all getting in each other's way for various terrible reasons.
