>LONDON — They called him Abu Zakariya al-Britani — the surname means “the Briton” — and they say he blew himself up on Monday in an attack at a village southwest of Mosul, Iraq.

>The claim, in a communiqué from the Islamic State, immediately revived fears about foreign fighters who have moved to Syria or Iraq to join the group’s ranks. But in Britain, it prompted even more troubling allegations.

>Several British news organizations — including the BBC, The Times of London and The Guardian — reported Tuesday evening that the man was Jamal Malik al-Harith, a native of Manchester, England, who was captured in Afghanistan in 2001; detained by the United States in the military prison at Guantánamo Bay, Cuba, from 2002 to 2004; and released to Britain, where the government later awarded him 1 million pounds, about $1.25 million at current exchange rates, to settle a lawsuit.

>The possibility that a former Guantánamo inmate had gone to Iraq to blow himself up stirred outrage in British tabloids. It also prompted an emphatic response on Wednesday from Tony Blair, a former prime minister of Britain whose decision to join President George W. Bush in invading Iraq in 2003 remains divisive. Mr. Blair said in a statement that he was being unfairly blamed for the Americans’ release of Mr. Harith to Britain, even though it was widely supported at the time.

>“It is correct that Jamal al-Harith was released from Guantánamo Bay at the request of the British government in 2004,” Mr. Blair said. “This followed a massive media and parliamentary campaign, led by The Daily Mail, the very paper that is now supposedly so outraged at his release, and strongly supported by the then-Conservative opposition.”

>Mr. Blair added that the compensation was agreed to in 2010 by the government of the Conservative prime minister at the time, David Cameron.

>“The fact is that this was always a very difficult situation where any government would have to balance proper concern for civil liberties with desire to protect our security, and we were likely to be attacked whatever course we took,” Mr. Blair said. “The reason it did take a long time for their release was precisely the anxiety over their true affiliations.”

>Mr. Blair did not say he knew for certain that Mr. Harith was the man who carried out the bombing claimed by the Islamic State, also known as ISIS or ISIL. His comments were limited to pushing back against criticisms of Mr. Harith’s release.

>The Islamic State released a photograph of a militant it said was the bomber. The Times of London quoted a man named Leon Jameson as saying that the person in the photograph was his brother, Mr. Harith. “It is him, I can tell by his smile,” Mr. Jameson said. “If it is true, then I’ve lost a brother.”

>However, neither American nor British officials could say for certain that the militant was Mr. Harith, who was also known as Ronald Fiddler.

>“There is no independent confirmation of the identity of this man who is believed to be dead in Mosul,” the prime minister’s office said in a statement.

>Maj. Ben Sakrisson, a spokesman for the Pentagon, said in a statement: “I can confirm that an individual named Jamal Malik al-Harith was detained in the Guantánamo Bay detention facility from February 2002 to March 2004, when he was released to the United Kingdom. However, we cannot confirm his death, as the occurrence of the same name does not necessarily equate to this being the same individual.”
...
>>
>According to Defense Department documents, Mr. Harith was born in 1966 in Manchester. He was detained by the Taliban while driving in Pakistan, and he was then held by the Taliban in Kandahar, Afghanistan, where he was detained by American forces in October 2001.

>He was transferred to Guantánamo Bay in February 2002. That September, Maj. Gen. Michael E. Dunlavey, who was in charge of intelligence operations at Guantánamo, recommended that Mr. Harith be approved for release or transfer, based on an assessment that he “was not affiliated with Al Qaeda or a Taliban leader.”

>Nonetheless, Pentagon officials had their doubts about the man. They noted that he had traveled extensively in the Middle East from 1992 to 1996, and that he had joined a Qaeda operative who went to Sudan in 1992 at the same time that Osama bin Laden was active there. The recommendation that he be released was overruled by Maj. Gen. Geoffrey D. Miller, the commander of the Guantánamo operation from November 2002 to March 2004.

>However, the case of Mr. Harith and several other British citizens held at Guantánamo became divisive, and the British government — then led by Mr. Blair — helped secure their release.

>On Wednesday, Alex Carlile, a lawyer and member of the House of Lords who served as an independent reviewer of terrorism legislation in Britain from 2001 to 2011, explained the reasons for the financial settlement with Mr. Harith.

>He said that the settlement “should not have been necessary,” but that if the government had not made the payment, it would have had to disclose national security secrets.

...
>>
>Mr. Carlile said it was disturbing that the government did not appear to have knowledge or control of Mr. Harith’s movements after he returned to Britain.

>“It’s a quandary,” he said. “It is absolutely plain and clear that he had significant radical associates.”

>He added: “He was in this country, and he was able to leave and fight for ISIL, and that raises questions on border checks. That said, he had lain low, so attention was put on people who were more active.”

>A number of Britons have gone off to fight for the Islamic State. Perhaps the most prominent was Mohammed Emwazi, nicknamed Jihadi John, who was killed in a November 2015 airstrike near Raqqa, Syria. Mr. Emwazi was shown in videos in late 2014 and early 2015 killing several American and other Western hostages.

>According to the Islamic State communiqué, the fighter who went by the name Britani blew himself up in a car bomb on Monday during an attack on the Iraqi Army and allied militias in the village of Tal Kisum, southwest of Mosul. It was not clear if others were wounded or killed.

>In a related attack, an Iraqi militant detonated a car bomb targeting a Russian-made tank in the area, according to the communiqué.

>Italy's taxi drivers staged a sixth day of protests in major cities on Tuesday and blocked central Rome to try to force the government to crack down on burgeoning limousine businesses and the app-based Uber service.

>The taxi revolt broke out last week when the ruling Democratic Party (PD) said it would delay yet again introducing norms aimed at regulating car-hire and car-share schemes.

>Taxi drivers operate under rigid regulation and say they are being penalised by the growth of little-monitored app-based services like Uber, which connect users to the nearest drivers via smartphone, and increasingly popular chauffeured limousines.

>"We don't mind competition, but there isn't a level playing field. These companies don't have the same constraints as us," said Paolo Ricci, a taxi driver protesting outside the prime minister's office in the heart of Rome.

>"We are a public service. We have fixed fares, fixed shifts and have to take any customer, even if it is only a short ride that makes no money. The competition don't have any of these problems and the government must act," he said.

>The protest coincided with a demonstration by market and stallholders, who are up in arms over plans to implement the European Union "Bolkestine" directive aimed at opening up competition within the services sector.

>While one group of protesters closed roads around the prime minister's office, another crowded around the entrance to the nearby PD headquarters. "Mafiosi, mafiosi," the men shouted.

>"Let's work together, but without any violence and threats," said Transport Minister Graziano Delrio, who is due to meet the taxi driver leaders later on Tuesday.

>The government looked to regulate the whole sector in 2008, but the initiative was struck down by the courts. The introduction of subsequent revisions to the law has been repeatedly delayed by successive governments.

Good. Cheaper transportation costs are a good thing. Drverless electric cars especially would be fantastic for urban areas, especially low income areas where people can't afford a car but don't want to rely on crummy public transportation.

If you're against Uber or Lyft or ride sharing in general, you're a luddite.

https://www.bloomberg.com/news/articles/2017-02-21/facebook-messenger-now-lets-you-send-money-with-transferwise

>International money transfer service TransferWise Ltd. has announced an integration with Facebook Inc.’s Messenger that will let people set up foreign exchange transactions over the chat service.

>London-based TransferWise launched the technology as a bot -- a piece of automation software that understands natural language -- baked within Messenger. The bot, which is free to use and doesn’t affect prices or rates offered, will talk users through the process of arranging an international money transfer with TransferWise.

>The bot will also allow people to set alerts to notify them when a particular foreign exchange rate they are interested in hits a certain level.

>The service is available for payments to and from the U.S., Canada, Australia, the U.K. and Europe, the company said Tuesday. It said it would later expand the offering to all 50 countries -- and 600 currency exchange pairings -- that TransferWise supports.

>In launching a bot on Facebook, TransferWise joins a growing lists of foreign exchange and payment companies experimenting with sending money over messaging apps, which many people think will gradually replace standalone mobile applications as the primary e-commerce platform.

>Azimo Ltd., a foreign exchange transfer service that is a rival to TransferWise, announced an integration with Facebook Messenger in August. PayPal Holdings Inc., Stripe Inc., Visa Inc., Mastercard Inc. and American Express Co. already have payment bots on Facebook Messenger, as does the China-based Alipay.com Co Ltd.

>Aurelie L’Hostis, a digital banking strategy analyst at Forrester Research, said banks and payments companies should be cautious about embracing the technology too quickly. "If you are buying a pizza and don’t get exactly what you ordered or the chat bot didn’t understand the request, that’s not such a big deal," she said. "But the stakes are too high in financial services if the bot doesn’t understand the transaction well."

>WeChat, the popular Chinese messaging service owned by Tencent Holdings Ltd., was a pioneer in offering chat-based payment systems. Facebook has made a major push to get payment services to integrate with Messenger in order to turn it into a commerce platform as well as a chat destination.

>"Facebook is very clearly trying to replicate what Tencent is doing in Asia to make Messenger a platform where customers can do everything," L’Hostis said.

>She said Western banks and financial institutions had been wary so far about allowing customers to conduct transactions over third-party apps such as Messenger in part out of concerns about privacy and data protection.

>TransferWise, which garnered attention with its promise to give customers the official mid-market exchange rate with low fees, has increasingly sought to become the international money transfer backbone for banks. It currently powers such transfers for the challenger German bank N26 and the Estonian financial services provider LHV Pank AS.

>TransferWise, which was founded in 2010, is considered one of the U.K.’s most successful financial technology startups. It is backed by Silicon Valley venture capital firm Andreesen Horowitz, Peter Thiel’s Valar Ventures and Scottish asset manager Baillie Gifford, among other investors, and was valued at more than $1.1 billion in its latest financing round in May 2016.

>European Union data protection watchdogs said on Monday they were still concerned about the privacy settings of Microsoft's Windows 10 operating system despite the U.S. company announcing changes to the installation process.

>The watchdogs, a group made up of the EU's 28 authorities responsible for enforcing data protection law, wrote to Microsoft last year expressing concerns about the default installation settings of Windows 10 and users' apparent lack of control over the company's processing of their data.

>The group - referred to as the Article 29 Working Party -asked for more explanation of Microsoft's processing of personal data for various purposes, including advertising.

>"In light of the above, which are separate to the results of ongoing inquiries at a national level, even considering the proposed changes to Windows 10, the Working Party remains concerned about the level of protection of users’ personal data," the group said in a statement which also acknowledged Microsoft's willingness to cooperate.

>Microsoft was not immediately available to comment.

>A number of national authorities have already begun enquiries into Windows 10, including France which in July ordered Microsoft to stop collecting excessive user data.

>The EU privacy group said that despite a new installation screen presenting users with five options to limit or switch off Microsoft's processing of their data, it was not clear to what extent users would be informed about the specific data being collected.

>Microsoft uses data collected through Windows 10 for different purposes, including advertising, the group said in its statement said.

>"Microsoft should clearly explain what kinds of personal data are processed for what purposes. Without such information, consent cannot be informed, and therefore, not valid."

>Zealandia – a new continent submerged in the southwest Pacific – is a step closer to being recognised, the authors of a new scientific paper claim.

>A paper published in GSA Today, the journal of the Geological Society of America, contends that the vast, continuous expanse of continental crust, which centres on New Zealand, is distinct enough to constitute a separate continent.

>The paper’s authors argue that the incremental way in which it came to light goes to show that even “the large and the obvious in natural science can be overlooked”.

>Zealandia covers nearly 5m square km, of which 94% is under water, and encompasses not only New Zealand but also New Caledonia, Norfolk Island, the Lord Howe Island group and Elizabeth and Middleton reefs.

A female Sudanese journalist has found herself in trouble over her article on condom use.

Ms Shamail Alnour is being accused of apostasy for her article on the use of condom as a protection against the HIV/Aids scourge.

Her article had explained how condoms could help stem the rising cases of HIV/AIDS infections in the predominantly Muslim state.

The article prompted strong reactions from several of her compatriots who felt that it went against the Islamic values.

Radical Islamic leader Mohamed Ali Algizoli has led a nation-wide campaign calling on the authorities to prosecute Ms Alnour.

The crime is punishable by a death sentence in Sudan.

Journalist groups and the opposition have however thrown their weight behind Ms Alnour by organising solidarity campaigns.

>US Park Police discovered several instances of bizarre, conspiratorial graffiti at the Lincoln Memorial, the Washington Monument and the World War II Memorial over Presidents Day weekend, officials said.

>The graffiti consisted of text written in sharpie or magic marker, officials said, and included the words "Jackie shot JFK" and a message related to the September 11 attacks, according to US Park Police spokesperson Sgt. Anna Rose.

>In all, graffiti was found at five locations: At a column and on the steps of the Lincoln Memorial, the side of the Washington Monument, the World War II Memorial and an electrical box.

>The graffiti was discovered early Sunday morning, and it's believed to have been written late Saturday night. The instances all appeared to be related and officials believe they were committed by one person, Rose said.

>Mike Litterst of the National Park Service said that officials were working to remove the graffiti, each of which was about the size of a football.
He said the timing of the incidents were "completely disheartening."

>"The fact that it happened over Presidents Day weekend, whether or not that was intentional, makes it a little tougher to swallow," he said.

>In defending President Donald Trump’s criticism of the media as the “enemy of the American People,” White House chief of staff Reince Priebus used a tactic the current administration has hammered the press for using in recent weeks.

>In an interview with Fox News host Chris Wallace, Priebus pushed back against the assertion that Trump’s attacks on the press were attempts to suppress a critical news media by saying that Trump was really criticizing stories he deemed to be false.

>As evidence of that claim, Priebus cited a New York Times story that cited anonymous sources who said members of Trump’s team had been in contact with Russian intelligence officials for up to a year before his election. Priebus criticized the article, especially for its lack of “direct sources.”

>Priebus went on to say that the New York Times article was false.

>“They have made it very clear to me that that story in the New York Times is complete garbage,” Priebus said . “And quite frankly, they used different words than that.”

>Wallace then interrupted Priebus to clarify who told him the story was false, but Priebus declined to identify them, saying “I’m not going to tell you.”

>“Now wait a minute, Reince, you just complained about unnamed sources, you’re using an unnamed source,” Wallace responded.

“All of us must accept our share of the blame for this turn of events. We grew complacent. We made mistakes. At times we tried to do too much, and at others we failed to do enough. We lost touch with many of our people. We have been too slow to recognize and respond to their hardships. We need to face up to these realities, but this does not mean losing hope and retreating. That we must not do.

“Make no mistake, my friends: These are dangerous times, but you should not count America out, and we should not count each other out. We must be prudent, but we cannot wring our hands and wallow in self-doubt. We must appreciate the limits of our power, but we cannot allow ourselves to question the rightness and goodness of the West. We must understand and learn from our mistakes, but we cannot be paralyzed by fear. We cannot give up on ourselves and on each other. That is the definition of decadence. And that is how world orders really do decline and fall.

“This is exactly what our adversaries want. This is their goal. They have no meaningful allies, so they seek to sow dissent among us and divide us from each other. They know that their power and influence are inferior to ours, so they seek to subvert us, and erode our resolve to resist, and terrorize us into passivity. They know they have little to offer the world beyond selfishness and fear, so they seek to undermine our confidence in ourselves and our belief in our own values.
