A province of approximately the size of provinces in this map, is the largest territorial unit that can still support a government that still cares about its people, their cultural, religious, intellectual, etc. life, and can still handle affairs on a somewhat human level, not a mass level (that dehumanizes by default).
This size is still understandable to both the common people and the people in power, and fragmenting countries into a sort of a loose federation of provinces with a reasonable level of autonomy, paired with limited or at least non-instant communication outside of the country borders, would essentially restore humanity.
Everything larger than that, especially monstrosities such as the US, Russia, China or the EU, simply can't provide a proper human existence.
