It's impossible to say, really. But I highly doubt they'd be anywhere near as advanced as the west is now. There were a lot of advantages that Europe had that the Americas just didn't.

It's not Eastern Europe, but if you haven't read "A Distant Mirror" (Regardless of what you think of Tuchman's "Gun's of August" and forgetting that Henry Morganthau was her cousin), IMHO that's the best place to start for any desire to evaluate medieval Europe, Set or West.

Learn how to think critically, it really is a skill. Read different philosophers, if that's too heavy read those "[insert philosopher] In 90 Minute" type books. Better yet, there's a podcast called the History of Philosophy Without any Gaps. It's short episodes, the philosophy explained simply, and would give a good overview of the foundations of Philosophy.

No one running a government is really amoral. But his knowledge of the abstract nature of morality derive from Hegel and Marx.

The piece called Rebirth of an Empire. It concerns a Portuguese empire at it's waning end before the Napoleonic invasion of Iberia. There is a focus on the workings of the state with less of a narrative, towards the end it get's very wankish but the journey is very plausible. It's very old at this point but if currently being rebooted.
