I built a new PC with the EVGA Geforce GTX1070 as my GPU (pic related). I love the graphics but only one of the two fans are running and it is super loud, as loud as a box fan (if not louder). Any solutions or reasons of why this is happening?

I am aware that there are plenty of examples - and I think even Google has released it's own template for it. That's what I'm mostly interested in at the moment. a computer cannot give the full answer because 11/9 is 1.(2) (or 1.222222....) which cannot be stored in full precision because of the limited amount of memory.
that's why it gets truncated after a few decimals.
if you tried to multiply 1.2222222222222 by 9 you still wouldn't get 11 but it will be close enough to 11 for the computer to truncate it to 11.

Haven't used KDE Neon, but I like deepin and mint the best out of them all better than the utter shit that elementary is, and not as cluttered as Ubuntu.
