W2K and OS 9 are both pretty bomb. 10/10 would be productive in.
Only problem is that no modern DE or WM setup reproduces these classic environments correctly. The best you can get is a mediocre copy. Why is this? As far as desktops go, W2K and OS 9 are dead fucking simple and should be within reach of even the most amateur of programmers.

If you want a faster machine, literally ANYTHING used at the same price point will be faster.
If you need to run raspi, and you need it to be a laptop, then there probably isn't anything better.
Do you find that there is a need that only this device can fulfill? If not, then it's a waste of money. Learn to think for yourself, you fuck.
