A friend of mine has a Phenom II x2 pc and wants to upgrade. Told him it would be best if he got a new cpu but he said he would rather wait so he can afford domething better.
He already has 8 gigs of RAM and a 7200 rpm hdd. Would buying more RAM and an SSD significantly improve performance or would the cpu just bottleneck the whole thing at this point?
Just get him a CPU. He's pretty much fine with memory unless he uses Photoshop or renders video. However, new CPU = new mobo = new RAM most likely anyway. HDD he should keep though. And not to sound like I'm memeing, but wait for Ryzen to officially release. At the very least other CPU prices should drop theoretically, so that would be the time to buy.

Assuming you mean OBS, T420 does not handle it very well. Every time I use it on mine it gets really hot, I experience slowdown, and eventually everything locks up.
OP I'm not sure about Windows but a lot of thinkpad users run Linux, if you are as well then I can tell you simple-screen-recorder has not been anywhere near as intensive as OBS.

Passmark only runs eight threads dipshit. Thats four cores + four SMT threads at 4.5ghz (not 4.2, it only goes to 4.2 when the integrated GPU is max loaded too) vs eight cores at 3.8-3.9ghz depending on the cooler.
AMD still has eight SMT threads left in reserve on that test.
