I use ChapStick (the blue label type that specializes in moisturizing) and regular Burt's Bees. I have more tubes than I know what to do with because people love to stuff Christmas stockings with that shit

Other than that, Vaseline before bed, and don't lick them. These two were the biggest game changers for me.

Anyway, I know your pain, my lips were so dry that I would get bullied about them all throughout jr. high even though I carried chapstick on me all the time.
They would get so bad sometimes that they would split down the middle and start bleeding.
