I honestly I think WARNING HEAD CANON AHEAD That Pink Diamond was the lesser of the four. If you consider 2 things. The Diamond Authority symbol has Pink at the bottom, and White at the top, and both Blue, and Yellow on the same level. Which goes with the Murals that they have more planet in which they govern. Maybe Earth, and subsequently the moon was her first charge. And well she had one job. Rose started the rebellion, and shattered her.

TL;DR since Pink Diamond had her first planet to manage, Rose took this as an opportunity to rebel since it'll one of the only times to do so.
