nVidia is even better in Vulkan. You can check it yourself. The nVidia Vulkan drivers are better and more stable and support all extensions. Same with OpenGL. nVidia supports 4.5 and the drivers are much better than AMD. Literally check any gamedev blog and you can confirm it.

Windows server is made for retards and makes it difficult to get things done in an efficient manner. Powershell is a clusterfuck and bash on buttbuntu on Windows is a poor method of compensation. An 8+ thread CPU would boost your encode times quite a bit. I use an old FX-8350 for encoding and that's a bit faster than my i5-4690. Probably not worth it unless your subs go into the thousands though.
