It really is the Silver Surfer, despite how much anons rage against Slott's run. But he's the only one with the scope and the power set and the moral flexibility. And even discounting Slott's run, the stories to back it up. In dozens of stories spanning the universe he has been cast as an angel and a demon, a believer and a cynic, he has damned and saved numerous worlds. And no matter who he travels with he is still alone in the universe, even when accompanied by his fellow heralds he is still utterly unique.

He would have had to be mentally handicapped not to realize what he was visiting upon the nation he was fighting. He was just too weak to handle loss on his own part.

Turning a proud people into a bunch of cowering cucks watched over by the Avatar's lapdog (Zuko himself) is not "fixing" the Fire Nation.

Convenient rationalizations that allow him to go to the rebellious city guarded by easily dispatched mooks while the kids take on the royal fleet and the most powerful firebender alive.

Probably because superheroes (and by extension large, bustling cities) and trippy/surreal settings are more popular. And also because I doubt as many people involved in the entertainment industry today are as familiar or as interested in such a setting to push for one anyway.
