I think that's because Rhyhorns/rhydon horns are fairly short and basically rocks compared to actual rhino ivory.
On that note I don't think Rhydon/Rhyhorn hides would be in too great demand since, again, it would be like wearing rocks. And god help poachers if they know drill-horn and you face a heard of them. A one-in-five chance for instant death becomes a lot more harrowing when you've got twenty rhydons charging you.
In other words, I could see a lot of pokemon not being hunted as commonly as real-world analogues because, outside of labor and suchs, they're not nearly as useful for exploitation.
