Hell yeah. Localization is very bad, but if we take into account that it was the first Final Fantasy with voice acting, it is a very good game.

Yes. You can try fighting at longer ranges to keep them in your sights.

For fast turning, let go of the movement stick for a split second and move your camera stick all the way left/right and do a quickboost. With all but the fattest frames, it should turn you about 180 degrees around.

Use flares/overboost for missiles.

Play it on the free to download hard mode and its one of the best jrpg released last gen. Not even kidding. Also the story being childish is because its laid out like that for story purpose of the villain ... it actually has some really good twists starting halfway.
You have to like turn based combat though.
