Hell yeah it was.
It fell a bit in quality, when they started aiming for longer more meaningful plots instead of one-offs, but obviously a 10 minute show with as many episodes as it had couldn't go on as far as it did without doing exactly that.

They had a premise for this "one-off" formulare that worked, and they worked that idea to the bone.
