One of Tapu Bulu's biggest issues is killing itself with Wood Hammer recoil, so by diverting EVs away from attack into special attack you can increase its longevity, and power up Nature's Madness. Special Defense is helpful to survive random Ice Beams.

Legends will probably be protected to death since having one can lead to world wars.

it does depend on the level of affection ( or the level of the pokemon ) for what spots are ok and what spots are not
