One of Tapu Bulu's biggest issues is killing itself with Wood Hammer recoil, so by diverting EVs away from attack into special attack you can increase its longevity, and power up Nature's Madness. Special Defense is helpful to survive random Ice Beams.

37.5% chance to get OHKO'd by Jolly Scarf Chomp's Poison Jab. If you go max Def, you still get a 37.5% chance of OHKO, so investing primarily into HP is better since you'll be surviving more physical as well as special hits.

This looks pretty good, bulky attacker is probably the way to go to mitigate Wood Nuke recoil. It'd be nice to be able to viably switch between sets as well, such as Band, Bulk Up, and Seed.

Choice Band set = Max HP and Attack
Swords Dance set = Max Attack and speed
Both are workable with Adamant(Jolly would've been better for SD tho but ensuring KOs compensates this a little)

Make sure you run both Wood Hammer and Horn Leech on the SD set too so WH's recoil wouldn't make you prone to be revenge killed

how much speed EVs does it need to outspeed mega venusaur and nail it with Zen Headbutt?

I like a choice scarf Jolly Set, it outspeeds base 135 mons. ~240 speed evs with an adamant nature outspeeds base 120's with a scarf which is still nice tho. Then max attack and the leftovers go into HP
