I read or heard somewhere that politically, things will instead of coming together, become more local and region specific. Like highly independent local governments with their own currencies etc. To be honest this didn't make much sense to me, but ignoring that;

No. It will continue to be x86 running Microsoft because its become far too important to the world for that not to be the case. If you think prisons are cheap you have no idea the reality of it. In state level state run prisons it costs about $70 per inmate per day. Private run facilities do it for closer to $50. Think about that math.
