Have you tried one of the F- options? F8 or F10 should give you the advanced boot menu. F2 should give you the BIOS, where you can try disabling Fast Boot or something.

I just downloaded VLC and i can see subs fine with it. I never had this kind of problem with mpc-hc.

It's overstatement, mostly advocating for net neutrality. If ISPs are allowed to throttle whatever traffic they like, life could get more expensive and annoying quite easily, but that's not the same as getting banned.
I have an hard drive (Toshiba MQ01ABD050)
from a Samsung notebook that black/bluescreened. I've tried connecting it to 3 different Toshiba Sattelites using a SATA/USB connector, but it didn't show up in the BIOS or diskmgmt.msc of any of them.
The HDD sounds completely normal (or it did, I've probably fucked it up by opening the cover now) but when I opened it up slightly I could see the head arm only moved once before becoming stationary.
I tried everything in link related up until replacing the PCB - if it's a fault with the arm would that fix it?

It's either the heads or the PCB. Sorry there's no definitive answer for you, but on modern drives the request orderi g ("elevator") and SATA link code is so complicated it's kept as firmware. Then to save money the firmware is stored on the platter and read off it by the bootloader.
Which means that:
Dead SATA interface: no SATA interface
Dead head/motor/ribbons/arm: no SATA interface
If you need data off it you can try replacing the PCB, but you probably did fuck it by letting dust in then not reinstalling the lid screws to the correct torque.

if you didnt got debris in it, and didnt touch anything, namely the heads, its should be fine. hdds have "trappers" for dust and other very small particles that might happen to be/get inside, and the motion of the platters moving is enough to send them into those. the only problem is if your hdd was filled with some type of inert gas (at slightly lower pressure) that might have helped with stability, but thas not that common

some laptops are picky with the hdds they support, reason being the power supply to it. if the hard drive doesnt get enough juice to function it will effectively shutdown. did the spindle also stop when the heads did?

its a windows message but is controlled by the audio driver. most people are rolling back the installed driver to an older version to stop the messages. only the audio device manufacturer can turn on/off the message. apparently its a EU requirement to display the message. even smartphones are required to display that message when headphones are plugged in and the volume is set high.

I know I need to get a second monitor, but what exactly should I upgrade internally for that second monitor to function properly?
Is the 1070 enough for both monitors, or should I upgrade to a 1080? Or should I get a second 1070? I'm a layman with computers so I'm not sure where exactly my money should go.
