Just keep pumping out ships using the Federation's near-unlimited resources and have most of them crewed by advanced AI with a comprehensive memory of all known battle tactics and strategies. Maybe with one command ship crewed by humans just to coordinate but otherwise operating like a fucking swarm of heavily armed cruisers. And if any of them are in danger of falling into enemy hands, they can easily self-destruct with no real loss to Starfleet's overall manpower.
Seems a lot less wasteful than literally losing millions of irreplaceable officers and personnel during every major conflict. They don't even need to have personalities or emotions, just excel at executing maneuvers and instantly responding to commands from the lead ship.
Why have a crew then? Just make a drone ship with no living spaces.
