Every album they made with Frusciante was good. Frusciante + Flea had the best chemistry, they both are very talented.
Personally I think By the Way is also god-tier, Californication is great and Stadium Arcadium and Mother's Milk are good.

The other night I was at a concert (Union Transfer seeing MO) and in between the opener and the main act they were playing a song through the speakers that I'm trying hard to identify. I tried recording it on my phone, but it didn't pick it up because it was playing too low and the crowd talking drowned it out.
It was a really slow, mellow song. Just a female voice, not singing any words I don't think, sing-humming a high-ish melody to a simple, slow, prodding bass heavy beat in the background. (There may have been some other sounds but they were faint.) It sounded new-ish but I can't be sure. But it sounded really heavenly/cathartic/pretty.
Any idea who this could be or what song it is?

This album just came off as outright pretentious to me.
His lyrics are stupid and embarassing to listen to, he tries to sound clever, and although he has other pseudointellectuals fooled, he doesn't fool me.
His lines are bland, I'm pretty sure he recycled some lines at least in three different songs.
His flow on this was garbage too.
The only thing decent about this was some of the production.
He can never top Control System and he knows it.
