In most cases yes. There's instances here and there where fertility doesn't come back after stopping HRT but those aren't that common.
Many FtM's for whatever reason want to carry a kid of their own, so they stop T until they have that baby they want.

It might not be possible to save the friendship. To me it sounds like he wants to stay away from you in order to not get hurt and not fall for you even more. The guy is pretty much certainly deeply in love with you. Give him his time, but let him know that your door is always open to him, even if it is through your mutual friends.
