The SF police has a ling history of assaulting, abusing and mistreating black and brown people, homeless and poor people and sex workers.

I think that it's just people trying to make themselves feel better by including a token character who's (insert minority here) into an ensemble cast who doesn't have any internal conflicts or interesting plot threads in order to appear progressive.

I don't think so. You can stretch the interior sphincter, but I wouldn't recommend this without a doctor's advice since it isn't reversible. Your outer sphincter will not be affected. But if the anus itself is what's too small, then I really don't think there's anything you can do about that.
