Because Wertham created a bottleneck in the industry that allowed only capeshit to survive. In bottleneck populations, genetic defects that would otherwise be weeded out become more and more common, until the entire population is diseased. Comics as a whole now carry the evolutionary baggage that comes with superheroes (eg., crossovers, shared universes, floppies, events, etc.).
In recent times these things are beginning to be examined again, but it will take a LONG time before comics not only regain the proliferation of the Golden Age, but gain the respect that other mediums have achieved.

It's answered in the letters page of early 60s X-Men issues that Xavier does it because they need some way to show when he's using his powers, as it's an 'invisible' ability otherwise.
Can't remember which issue of course, but yeah. It's just a visual cue that became a signature part of his character.

Zemo's plan was pretty cut and dry.
>Find out Hydra is connected to the Stark murders
>Deduce Bucky was the assassin
>Locate his handler
>Force him to give the location of where the evidence is
>Release it to public, causing the Avengers to turn on each other
But that initial plan failed seeing as the handler remained loyal to Hydra to the end. So he went with an alternative plan
>Frame Bucky for a terrorist attack to flush him out of hiding
>Gain access to him
>Use the trigger phrases retrieved from the handler to reactivate his brainwashing and force him to give out the location of the base where the evidence was
By that point, it was obvious that Captain America's blindspot was Bucky, and Zemo further exploited that by sending him on a rampage, not only to cover his own escape, but to create more mistrust over how to handle Bucky, which was also why he arranged for his deception to be discovered.
Then, in a further twist of fate, Captain America, Iron Man and Bucky, by "fate" as he himself says, come at the base together to stop him. Then it was all a matter to directly showing them the tape and reaping the fruits of discord he had seeded.
Anyone can make a villain's plan sound stupid by listing the plot contrivances which bring it to fruition.
That said, the actual elements of Zemo's plan - framing Bucky, infiltrating the UN and setting Stark and Cap against each other - all could have been implemented in other circumstances. That it succeeded spectacularly doesn't indicate that it was overly complex and therefore unbelievable. Rather, it shows that Zemo is adaptable and competent, able to adjust to an escalating situation.

Post your suggestions for any Hollywood moguls lurking the board. Here are mine for Transformers:
1. No shaky-cam battles.
2. More human-looking Transformers. If they can make their transformed form look like earth vehicles, they can also make their robot form look more human. This will make them easier to relate to. They looked too weird and alien to relate to in the Bay movies.
3. Avoid features that seem incongruous on a robot, like beards, 'peeing', testicles, etc.
4. Give the Transformers developed personalities, don't make them just stereotypes.
5. Have human characters as a bridge to introduce us to the Transformers, but make the main focus be on the Transformers. This will work better if you do the previous point.
6. Don't get too creative with the characters and mythology. Don't use an old character's name for a new character that is completely different in every way. If you must create new characters, give them new names. Better yet, don't. The series is popular for a reason, stick closely to the designs and characterizations shown in the cartoons and movies. Some of the harshest criticisms of the Bay movies were the new characters, like the shucking and jiving ice cream vans.
7. Avoid toilet humor.
8. If possible use more practical effects along with the CGI.
9. Stick to a handful of Transformers to start, expand the cast slowly over successive movies. It's already a challenge getting audiences to relate to robots but if there are too many characters none of them get enough screen time for audiences to feel they know them.
10. Don't throw in jingoistic subplots of American human soldiers. What are some bags of flesh going to do against massive alien robots? Get real. If you want soldiers involved wait till you can bring out the top guns with a GI Joe crossover.
11. Leave the door open for that, and other Hasbro properties.
12. Optimus doesn't kill Decepticons in cold blood.
