No. 99.999% of ICO's are vaporware cash-grabs designed to steal BTC/ETH.
Here's the truth:
Blockchains suck. They're slow, wasteful, and don't scale. Their only redeeming quality is decentralization which places their assets outside the control of governments and banks and offers NON-COMPLIANCE WITH THE LAW.
ICO retards like to talk about how "the blockchain will revolutionize X" or "we're going to do Y...but on the blockchain"
When confronted with this bullshit, ask yourself a simple question:
"Is this something governments/banks would regulate or crack down it?"
If not there is absolutely no reason to use the blockchain meme and what they're selling is without question vaporware.
If yes, ask yourself whether this service actually needs its own token. Examples here include things like the DICE or BET tokens. Gambling is a legitimate use of the blockchain but if these people had a real service, generating real revenue, why would they share this monopoly? If they needed a bankroll they would offer the ability to publicly contribute to the bankroll and offer a share of the house profit with respect to your contribution. This is what just-dice did and were wildly successful - they didn't offer shitcoin tokens.
You will be extremely hard-pressed to find any ICO which passes these two simple tests.

I'm from the Netherlands, so I can't say how the situation is in the USA.
Firstly I would recommend just paying your taxes. That's probably your safest bet if you want to minimize your problems.
My guess is that the USA taxes the coins when you sell them, so you might be able to delay your taxes by holding your coins. If you move to another country the USA might ask you to value your coins at market value and pay your taxes over them. But I am not certain if such a law exists in the USA. But i assume it does.
Here in the Netherlands trading your cryptos are not taxed. Making a profit is not taxed either. But your cryptos are considered part of your savings, which are taxed. The amount you pay is a fictional amount. The Dutch government assumed you make 1,63% (if you own a couple thousand) to 5,39% (if you own millions) profit over your savings every year. The tax rate is 30%. So if the government assumed you made a fictional 4% profit you effectively pay 1,2% taxes. So, if you own 500.000 euros in cryptos you might pay 6000 euros in taxes.
If the government is not aware of your coins you move to a different country. And then somehow gain those coins in that country. And then pay your taxes in your new home country.

Okay I need some help regarding Ethereum
So I started solo mining this morning with my RX480 just for fun and somehow managed to hit 5 solutions and get presumably 25 ETC somehow in 4 hours, first within 8 minutes, second at 24 minutes, third at an hour and the others came slowly. Suddenly it says my GPU gave incorrect information or something when it found a new solution (I didn't see when this happened but saw when I scrolled up on the miner) and checked the balance again with eth.getBalance and now its back at 0 instead of the 2500000000 it gave me before. I have no idea what's happening and I checked my address from the keystore on etherchain and it says it's 0.
