I've beaten games like Halo 2 on legendary, Dark Souls, Battletoads, etc. that kick the player's ass and can be very unfair and still overcome them while keeping a cool, leveled head. But this game gets my blood boiling every time.

Imagine if in HL2 he just starts the game by explaining everything up front in a big long 10 minute cutscene with a pre rendered montage of events that happened between HL1 and HL2.
He wouldn't be a cool character anymore. He'd be barely memorable exposition guy.
The reason the Gman is so interesting, is because he speaks almost in code, and doesn't really give anything away. Nobody is even really sure if he's real or an alien illusion or a hallucination.
It's called constraint. If you want to write an interesting character, you exercise the right amount of constraint to keep them interesting but never reveal them. Laidlaw understands this, and even in a HL3, the Gman wouldn't be revealed

Chances are the guy who wrote that didn't know for sure either.
He was going to come up with something for HL3 but evidently that never went anywhere so maybe he didn't even finish writing his idea. Even if he did, he may have re-done it in his mind time and time again until, today, he no longer cares either.
