It's the special edition but toned down a bit, less foliage and such compared to the PS4 version. Very stable 30 fps according to digitalfoundry.

Yes, the textures and level geometry/foliage are special edition and it comes with all the DLC.
Current sources are saying 720p/30 even when docked from what I can tell, but it's possible that could be wrong.
It's Skyrim. It's been like 5 bucks before, and it's been out for 6 years. With all due respect, you probably already know if you'd like it or not. Just take your current thoughts on Skyrim and put them on a portable.

Because it wasn't as revolutionary as people said it would be and I don't like fuckhuge maps in video games. Everybody complains about Call of Duty having arena-style maps and then proceeds to spend like eight minutes on a hill sniping people/driving for three minutes to an objective only to get immediately shot. I played the BF1 beta and that desert level made me want to puke.
