Why don't video game consoles have backwards compatibility anymore? I just want to play PS3 games on my PS4 without having to stream them - I'd gladly buy them on PSN if they were offered.

Because including backwards compatibility means gimping your console to support outdated formats that, after a while, will probably be difficult to find parts for. That and there's no money to be made with backwards compatibility; people have already bought the game so there's no extra revenue there and all it does is jack up the price of the console so the manufacturer doesn't take as much of a hit.
The real money is in streaming. Put a copy of old games on a server and charge a subscription for consumers to access said copy to stream it to their device. Recurring revenue every month/year versus dedicating time, resources, and budget to design tomorrow's console with yesterday's parts. Which do you think console makers will go for?

Why not just emulate? The PS4 does it with PS2 games, and I refuse to believe Sony couldn't develop an in-house emulator.
Streaming sucks for me because I live outside of the U.S. and, even though my connection speed is some of the fastest in the country, get input lag on streamed games. Also, I hate how Sony doesn't let you just stream individual games anymore - I don't want to rent the whole friggin' PSN library.
