You're confusing monotheism with polytheism. The gods of the elven pantheon aren't like the Maker of andrastianism.

Polytheistic gods, like those you see in ancient Greek and Egyptian myth, didnt actually create beings or obliterate them, and they were still revered as deities. They were just seen as powerful supernatural beings who could affect the world and humans' lives. Solas created the Veil, he's probably had the biggest impact on natural order of any other deity, the Maker included.

Creation myths differ from culture to culture, and in polytheistic religions, stuff tends to kind of emerge from nothingness. The gods aren't the prime movers, they're just manifestations of nature and supernatural phenomena.

It's if you fail to steal from someone in Denerim. They send two waves of guards after you, both of which present very tough fights. I think there are special encounters if you fail stealing in the circle tower and the Dalish camp too, but I haven't been able to trigger them
I think it's a neat detail, it makes Denerim feel far more alive than Kirkwall and Val Royeux. It also serves as a reference to BG2 where they'd send waves after waves of cowled wizards after you if you used magic in Athkatla
