What is the one book I should read to best understand the people of 40K, their culture, and their living conditions?

The rulebook is a good introduction to the setting.
For entry point 40k the best is probably Ciaphas Cain.
It's not too grimdark it doesn't take itself too seriously. And it gives lots info on the imperial guard, the imperial society and the xenos races.
The only issue is that the author repeats the same basic plot in every book.
Still an entertaining reading.

If you want an in depth martial arts system with a customizable amount of ki/supernatural powers then Anima beyond fantasy is great. If you survive the aneurisms it will give you learning it. I love Anima to death but it is a bear.

I don't really like Eminence, but I will be glad if we get new etb wizards. I already run a grixis wizards deck with marchesa at the helm, and more etb wizards will get me rock hard.

This has always seemed needlessly complex to me. Some of the simulations, like for d7, say to reroll if no number is indicated. If you're going to allow that, you might as well call a d100 a D Total: to simulate any die, just roll it and then reroll if the result is higher than the target range.

So my player group recently had a discussion about some of our favorite anime and A Certain Scientific Railgun S showed up. Someone brought up that it might be cool for us to play a game in that setting.
Our group only has played DND, Mouseguard, and WOD so far, and we didnt think any of those systems could adapt super well into the setting.
Some light research and recommendations have lead me to look at Smallville, the Hero system, and mutants and masterminds as possible candidates. I was wondering if anyone who had any experience with these systems could put in a word or two about their merit, and if you watched the show could shed light on how well the system would translate.

Mutants and Masterminds, because just like the anime it's far too easy to wind up with broken powers.
DMing for my first time, I have encounters written in that don't revolve around combat and solely exist to drive roleplaying/character development of PCs/NPCs. So for example one day on the road an NPC might ask the players a question regarding their past or their motivations and they would exchange information. Is this a good idea to add to the game? Or is it pointless and just a detraction from the action?

What Theurge wizard should I play? Life, Knowledge, Death, Grave or something else?

Would you want to play in a setting where you have multiple planets that you can travel back and forth between, but it's all High Fantasy, no technology beyond Bronze Age at all. Not even steampunk?
The main ways if Space Travel I have been thinking of are powerful wizards astral traveling to different planets, finding ones that can sustain earth like life, then using magic to open portals directly to that planet.
Then there's blacksmiths and such building bronze age ships. No different than the ones you use to sail the seas. But then you enchant the fuck out of them. Literally every square centimeter of it, even the nuts and bolts, have a rune or something carved onto it. For the filthy rich they have little yachts they can sail around the solar system. But for the long term voyagers they have special equipment, like a feather fan that when you wave it, it refreshes the air so you don't run out of oxygen. All of the sails create a magic bubble that retains a breathable atmosphere so you don't suffocate. Everyone wears vests that keep their core body temperatures at the ideal range. There is a jar of never ending fresh drinking water, a jar of never ending jerky, a jar of never ending potatoes, etc. etc. etc.
And then there are entities like super ancient vampires, liches, dragons, elementals, fey creatures, etc. that are so damn powerful they just levitate/fly up through the atmosphere and physically travel to different planets through the sheer power of FUCK YOU, IMMA DO WHAT I WANT.
Does this sound like something that would be fun?

Does this sound like something that would be fun? If you want something relatively carefree then you can run around doing little sidequests for the small village of fairy creatures that recently colonized an uncharted forest. Or if you want something grimerp you can try an survive on the planet of Space Australia. Or if you want a long term campaign you can work for a Wizard, Captain, Ancient Abomination to magically terraform and colonize a new world that is incredibly rich in heavy precious minerals like gold and silver, as well as diamonds and other rare gems.
And of course it doesn't have to be just planets either. There can be colonized moons. Satellites in orbit, think floating castles but IN SPAAAAACE. Villages and trading outposts set on the backs of space whales, etc.

GURPS, Traveler, lots of people swear by WEG's D6 star wars games, and of course there's a Firefly RPG, but it's not very good.
For a totally different feel, there's also Rogue Trader, but that's not sci-fi.

Chessex is a good default for dice stuff.
It's goofy but I like PolyHero's novelty dice designs, and Elder Wood does good if expensive fancy gaming peripherals.
