I would probably have said Einsturzende Neubaten if it wasn't in your picture. Some of Skinny Puppy's earlier stuff had a "clangy" period, before they started adopting hip hop beats and generally sounding like shit. I feel like I should be able to help you more, but I'm pretty tired and my memory doesn't seem to be helpful at the moment.
Test Dept. is precussion based, they basically copied early Einstürzende Neubauten, but they're all right. Ritual ambient is generally just precussion as well, but that's not really "metallic", or "clangy".

Are korg Volca range good for a fucking newb without any experience with hardware? What will I also need for mixing? What effects should I buy for distortion or reverb?

The Volcas are pretty good, though the bass is a bit useless next to the keys. But I think, they rather a gadged after all, but they have potential, keep that in mind. Just buy a small mixer, like 5-12 channels, old 80ies/90ies ones can be good too, chances is to stump upon deals is high obv. Some new mixers have built in effects, otherwisely, old stuff off ebay or affordable guitar stompers.
