The committee responsible for the DSM-V has helped popularize that meme. The idea is that there is no such thing as a disordered gender identity (no more GID listed), but that substantial, lasting distress over a mismatch of body/social context and gender identity (gender dysphoria) is a disorder. Thereby, it is possible to be trans without dysphoria, but transition is a necessary set of treatments for dysphoric persons.
