My ram is two months old and I get blue screens every now and then. The ram is 3000mhz gskill with XMP on and it fails both memtest and Windows memory diagnostics in either pair of slots

If it's 2 months old, I'm assuming it was likely purchased sometime in December? If it was Newegg, you could potentially check to see if it's covered under their extended Holiday warranty shit, unsure about Amazon.
Failing that, disable XMP and rerun memtest. If it's still failing, try undervolting it. Rerun memtest, if it's still fucked, try calling or contact G.Skill support.

After all of that, if everything failed, your only option is to RMA it; or simply buy new ram.

I already have a personal computer, but I'm thinking of building a super cheap computer for fun both on the hardware and software level. I want to be able to buy multiple cheap parts for it, for example multiple cheap gpu's and be able to switch it out really easily. I also want to be able to connect it to a rasbery pi, arduino ETC. The only thing like that, that i know of is military computers, there's a few different types, and they're prohibitively expensive. I've never used or been near one and have no clue if they're upgradeable.

Another thing is "rack mounted lcd" or "terminal", which is basically a keyboard and screen in laptop format and to be fold away in a server rack. never used one of those neither.

If that's a strict requirement, get a laptop. You'll never find it in a desktop form factor.

Though, if I recall correctly, you can get a barebones machine that has a "case" stuck to the back of a 34" ultrawide monitor. I remember seeing it somewhere, don't remember what it's called though.

i was originally briefly looking up how to build a new laptop, (as my current one was just picked off a Walmart shelf)
and pretty much the first thing i learned was that all laptops are pretty much prebuilt or incredibly limited to what parts can be used with other ones.
not to mention that they cost more and preform worse in general compared to desktop components.
and if any part of them gets damaged, even just the casing, you have to just buy a new thing because the shells consist of only like 3 or four parts that don't get sold sold separately and the components likely wouldn't fit into another laptop shell, if anyone even sold empty laptop shells.

You can build a small itx (or smaller, say, STX or NUC if you don't need a GPU and are okay with soldered CPUs) and carry a portable USB monitor around with a small wireless + mouse combo.

Especially if you don't need a GPU you can even look into adding a battery for it as the power usage will be very low.

Something that might interest you is the new micro-STX form factor introduced by ASRock a few days ago, which is basically a laptop motherboard for desktop PCs. It allow you to use laptop MXM GPUs (which aren't available for sale unless stripped off a system, at least for now). I'd say a project like that on one of these boards would be feasible

I'm going to upgrade my GPU. Looking at a RX 480, but not sure which version to get or if I should wait for the new Vega GPU's. I'm mainly looking at the MSI RX 480 Gaming X 8Gb and the MSI RX 480 Armor OC 8Gb. My CPU is overclocked and runs fine. I'm thinking about getting a Define C, perhaps a Define Mini C. Just received a 1k bursary from uni for being a poorfag.
the 1k bursary can only be used with a linked tech shop. The linked tech shop has a limited range of products and im looking to purchase a laptop as my current one died. This will be my main pc. i can purchase the standard one and ill only have to add £44.00 or i can add £300 for 16gb ram and 512ssd (next pic)

Eh, I'd need to buy a new kit to do 8x2 for 16GB. I've only got two slots on my mITX board and running 4x2 right now.

Yes? You are clocking the CPU at a higher clock speed, which leads to higher performance. That being said, you do have to deal with maintaince for your CPU and make sure it doesn't overheat and break. For vidya though a lot of games now rely on GPU more than CPU so as long as your CPU can support your GPU you should be fine. The higher FPS is something to keep in mind though if you want to OC.

Unless you're just going for the highest possible clocks and disregarding everything else, higher clocks increase performance nearly linearly. If you OC a CPU 30%, that you get 30% better performance assuming the CPU was and still is the bottleneck on whatever it is you're doing. Your mobo is good, but it's price is higher than other B250 mobos only because it is ATX. 600W is not needed, 500 is more than enough.
The RAM, while being good, is more expensive than for example G.Skill NT and you may want to add a cooler, Intel stock sucks ass.
Your case is good, but personally i prefer mATX cases for mATX since it safes some space.
The monitor is probably ok, i had a 24" Asus VH in the past and it had horrible ghosting, now i have a BenQ which is better.

Corsair poducts are generally overpriced because all the typical vtard kids buy their shit since they massively shit it in esports and through streamers.
See if you can get Be Quiet! Pure Wings 2, they are cheaper and better, for the case, no idea about straya but see if you can find some Fractal, should be cheaper.
The RAM is the only thing that's actually worth it, although it can have XMP OC problems since it's officially not for Z170/270 but X99 boards, so manual OC may be necessary.

-Swap to z270 and 7600k for better performance at the same price.
*I recommend using a cheaper 2tb hard drive and a smal SSD instead.
*I recommend getting a Corsair af quiet red led 120mm fan to use as exhaust, and take the two included nzxt fans and mounting them in the front.
*there's nothing wrong with that power supply per say but it has ugly cables that you will see through your window. The EVGA BQ has all black cables. The GQ 650w is $72 and also has black cables.
My first two points you /really/ should follow. The other points with a * are all optional.

I was struggling to decide between the 1070 and the 1080, but with Vega and 1080Ti coming (probably) in Q2, am I buying at the worst time?

MY MAIN CONCERN BASED ON A FEW THINGS I'VE READ:
A 1070 today won't allow me to utilize the full potential of a 144Hz Monitor (60-90 fps Ultra) and I could fall below 60 FPS with heavy graphics mods or near future AAA titles. And that a 1080 might not be worth it if the Vega is actually good.

Does it really even matter that much? Everything I read makes me more paralyzed with indecision.

Can someone who games like a king at 1440p share their experience and insight?

I wouldn't bother with Gsync yet. It's too early on, and expensive.

Freesync might be cheaper, but not even the RX480 will take you above 100 FPS.

Depends on how aggressively you want to overclock and what CPU you are overclocking. I prefer to stick to air cooling. H7 Cryorig or 212 EVO are decent for moderate OC, but if you want to aggressively overclock every last bit out of your CPU or it runs exceptionally hot you'll need to pop for a $100 cooler, like a Noctua.

Can't find the exact max cooler height on that case, but it should be fine since they are both from the same manufacturer. The 212 EVO max height is 159mm, so if you can find the case max cooler height double check.
